中部電力子会社中電配電サポート、道路占用許可書を偽造して電柱立てる

三重県松阪市は２２日、中部電力の子会社の中電配電サポート（名古屋市東区）が、市道に電柱を設置する際に得なければならない市の道路占用許可書を偽造していたと発表した。市は公文書偽造・同行使罪での刑事告訴を検討し、行政処分も考えている。
　市によると、中部電力から委託を受けた中電配電サポートの担当者が、市が過去に交付した許可書をカラーコピーし、許可日と路線名、設置場所、許可番号などを書き換えて、市の許可書だとして中電に提出。中電はこれを受け、２月２６日と４月１２日、市内に計４本の電柱を立てた。
　市は昨年１１月にこの担当者から許可書の交付申請を受けたが、不足していた添付文書の提出を指示したまま手続きは止まっていた。今月になって中電が電柱設置の報告書を市に提出し、交付していない許可書が添付されていて、偽造が分かった。
　市に対し、偽造した中電配電サポートの担当者は「許可が遅れてしまうと思い、改ざんしてしまった」と話しているという。
　三重県明和町によると、同社から昨年１１月に町の道路占用許可書の申請があり、まだ許可していないのに電柱３本が立てられた。町は、中電が何に基づいて設置したか調べている。
