世界の恥~日本の外国人技能実習制度は『現代の奴隷制度』

愛知労働局によると、外国人技能実習生が働く県内の事業所で二〇一五年、過去最多となる三百九十二件の法令違反があった。労働基準法や労働安全衛生法の違反で、前年比81%増。景気回復による人材不足を背景に、実習生の受け入れは伸びているが、不当な待遇で働かされている実態もある。

 愛知労働局は一五年、前年の倍以上となる五百六十一事業所を立ち入り調査し、七割に当たる三百九十二事業所で違反を確認した。担当者は「監督指導した事業所が増えたこともあるだろうが、職場環境の改善がみられない」と話す。

 違反の内訳は「違法な時間外労働」が26・9%と最多。「安全措置が講じられていない機械を使用させた」など労働安全衛生法違反が23%、「賃金不払い(サービス残業)」が12・5%だった。

 西尾市の建設会社が運転資格を持っていないベトナム人技能実習生にフォークリフトを運転させ、転倒して死亡する事故も昨年六月に発生。この事故を含め、労働安全衛生法違反などの疑いで事業者が書類送検されるケースが八件に上り、前年の一件から大幅に増えた。

 県内の実習生は昨年十月時点で、全国最多の一万九千二百四十二人(前年同期比18%増)。七割超が製造業で働いている。労働局によると、劣悪な職場環境から、受け入れ先から逃げだすトラブルもあるという。

 藤原隆・統括特別司法監督官は「個別の事業所を監督指導するだけでは限界がある。啓発活動も含めて順法意識を高め、書類送検など厳正な対処も進める」と語る。
